How to apply...
All eligible applicants are provided guidance on the Cooperating Technical Partners (CTP) program, including instructions for managing the Cooperative Agreement. The instructions are fully consistent with all applicable Office of Management and Budget circulars and the Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments (the Common Rule) which FEMA has implemented as 44 CFR 13.
Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.
FEMA Regional Directors make final decisions to approve Cooperative Agreements to the State agencies, regional agencies, or communities, and notify the applicants of their awards.
Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check.
Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.
